Unlocking 703sh

Hey everyone, I hit a 703sh that is locked to Vodafone UK, when I put a sim card in it says SIM-MEP, which I undergo is a meshwork lock. I undergo there are many thread with this topic, but for whatever think there never rattling is a clean answer. I am hunting for the cheap way in getting this done.

Any recommendations? I would same to get a automobile cable for cheaper than what's on ebay if there is any another locate out there, and what software would I need as well as instructions.
